Summary

From 1 October 2026, personal care under Support at Home (SAH) becomes fully funded by the Australian Government. Participants no longer pay a contribution towards their personal care services. This is a government change to how personal care is classified. It does not change how you claim, invoice or generate statements in Visualcare. The participant and government amounts on your claims, invoices and statements come from Services Australia, so they update automatically. The one place to be aware of is SAH quotes, where Visualcare estimates the participant contribution. This is being updated so personal care calculates with no contribution from 1 October 2026.

What is changing

The government is moving personal care from the Independence contribution category to Clinical supports. Clinical supports attract no participant contribution, so personal care becomes fully funded. This applies to the personal care services:
  • Assistance with self-care and activities of daily living
  • Assistance with the self-administration of medication
  • Continence management (non-clinical)
No other service categories are changing.

Key dates

  • The change applies to personal care delivered from 1 October 2026.
  • The update goes live in Visualcare on or around 1 October 2026. From that point, SAH quotes calculate personal care with no participant contribution.

What this means in Visualcare

SAH quotes This is the only place Visualcare calculates an estimated participant contribution. From go-live, personal care service lines calculate with no participant contribution, and the government funds the full amount. This flows through to the service agreement generated from the quote. There is no date-based logic. From go-live, personal care calculates at 0% in all quotes, regardless of the service dates, and whether the quote is new or an existing one you reopen. Client profile and dashboards Contribution rates come directly from the Services Australia API and update automatically. There is nothing to reconfigure. Claiming The participant and government amounts come from the government payment file. This comes from Services Australia, so nothing changes in the claim flow. Invoices and statements These are generated from the claim reconciliation data, so they reflect the correct split automatically.

What you need to do

For most of Visualcare, nothing. Claiming, invoicing, statements and dashboards all follow the data from Services Australia and update on their own. For SAH quotes:
  1. New quotes for personal care from 1 October 2026 show no participant contribution automatically once the update is live.
  2. Because there is no date-based logic, any quote you create or reopen after go-live also shows personal care at 0%, including quotes for services before 1 October. If you need a quote to reflect the pre-1-October contribution for personal care, edit the government and participant portion amounts, and any affected totals, for those service lines in the Word document after you download it from the quote.
  3. Best practice is not to quote across the change. Quote up to 30 September and from 1 October separately.
Reopening an existing quote after the change and saving it, recalculates it. If you have quotes issued before 1 October that you want to keep as they were, avoid re-saving them, or adjust the downloaded Word document as described above.
